DLA Background
Around 2,000 local authorities gathered in the II World Summit of Cities and Local Governments on the Information Society that took place in Bilbao in November 2005 to define a common strategy on the Information Society to work for full access to the information society in their cities and regions.
The Digital Local Agenda is the main contribution of the Bilbao Declaration; the result and culmination of the political work developed by local authorities.
In effect, Local Authorities endorsed the Bilbao Declaration , the effective contribution of local authorities to the World Summit on the Information Society (WSIS) of the United Nations, which is going to determine the guidelines on this issue for the next decade.
So, for the very first time in History, the position of local authorities was added to those of the States, private sector and other families of the civil society in a UN WSIS Global Declaration and Plan of Action.
Local authorities committed themselves to act in this field to solidarity share the digital development with other cities and regions to move towards the consecution of inclusive municipalities and cities and to use the ICTs as a tool for the development.
UCLG's Executive Bureau, understanding the importance of the DLA for the local sustainable development, established the Committee on the Information Society (CSI) in June 2005. The main CSI activity is the promotion of the ?Digital Local Agenda?.
