Objectifs
The aims of the Valencian Community Certification Authority are: ·Providing the citizens and public administrations with the necessary instruments to ensure the security and legal validity of electronic transactions. ·Encouraging and contributing to the development of applications and services that use electronic signature. ·Furthering the training of citizens, public employees and developers of applications in aspects of electronic signature, as well as providing the necessary support in its use. ·Promoting mutual acknowledgement between the ACCV Certification Services Providers with a view to universalisation of use of the certificates. The ACCV digital certificates can be used in applications of the Valencian Generalitat, the Administration Local and the General State Administration.The Valencian Generalitat has undertaken different initiatives fro the development of the Electronic Administration, among which the start-up of the ?Generalitat on Line? (www.tramita.gva.es) platform is notable. This platform offers the citizen a Catalogue of Public Services on Internet integrating all the legal regulations, IT developments and components needed to make electronic procedures a reality. Among these are: ·Payments Gateway Module, which enables payments to be made via Internet with different financial Institutions. ·Electronic Signature Module ·Telematic Notification ModuleOn the other hand, services oriented towards the internal management of the Valencian Generalitat have been started up. For example: ·Public employees have an application in the civil servant portal where they may check their salaries and Income Tax receipts. ·The corporate mail system is based on secure messaging. Other examples are: ·Health information service (Abucasis II), which enables management of prescriptions, analytical bulletins and electronic case histories for physicians. ·Sending of documents to the Official Bulletin of the Valencian Generalitat. Local Administrations (Town Halls, Provincial Councils and Organisms) and other entities (Professional Colleges, Universities, etc.) also offer electronic services, for which they have enjoyed the technical support of the ACCV under the auspices of the collaboration agreements subscribed. Some examples are: ·Personal Attention Services of the Valencia Town Council. ·CAVI: Catarroja Virtual Town Hall. ·Provincial Council of Alicante: SUMA Inland Revenue Management. ·Electronic Visa of projects from different Professional Colleges. The General State Administration and the ACCV have worked in close collaboration to make access to their services possible using the digital certificates issued by the ACCV. The most representative example is the possibility to access the AEAT Virtual Office (http://www.aeat.es) with telematic presentation of tax returns, queries regarding fiscal data, etc.It is also possible to access the services of the Social Security General Treasury Virtual Office (www.seg-social.es) by means of the digital certificates issued by the Valencian Community Certification Authority (ACCV). Some examples of formalities available are consulting the current labour situation, checking Income Tax receipts, requests for standing orders for payments, contributions situation, etc.The digital certificates issued by the Valencian Community Certification Authority may also be used by the Citizens and Public Administrations and Registered Institutions to access the services of consulting and certification of cadastral information. Further information can be found at http://www.ovc.catastro.minhac.es.Other electronic services and applications are provided on the Certification Authority website (www.pki.gva.es), both from the Regional Administration, and the Local and Instrumental Administrations.
Plan d´action/ Activités
The Key Public Infrastructure (PKI) is the set of hardware and software systems whose function is the issue and management digital certificates and the associated keys. It is the nucleus of a Certification Services Provider and its components are those that enable provision of said services.The ACCV staff are charged with the management and maintenance of the PKI, so that its activity is in line with current legislation and anticipates the progressive implantation of new services.Another pillar of the ACCV comprises the Declaration of Certification Practices and Certification Policies. The Declaration of Certification Practices sets out the procedures and measures of techniques used for the generation of keys and the issuing of digital certificates guaranteeing that security, availability and functionality requirements are fulfilled.For each type of certificate, the general standards of the Certification Practices Declaration are listed in a Certification Policy.
