eTampere City Card (FINLAND)

Objectives

eTampere City Card project is a part of the eTampere programme, Infocity module. The project has developed in 2003-2004 an eTampere City Card, which is a multi-application, dual interface smart card system that provides a key to Information Society services. The card offers public sector services for the residents.

Action plan / Activities

Tampere as well as other municipalities are looking for a solution to the problem of electronic authentication. In the eTampere City Card, the PKI-sertificates are combined with the everyday-service smart card scheme. In the next phase, mobile phones could be used for authentication and paying of fees. Within the eTampere Smart Card project, Tampere aims to become a leader in the development and use of smart cards. Our vision is to have the city in everyone's pocket. In particular, the project objectives are to: - create tools for Tampere citizens for the use of electronic services - increase the use of smart cards in regional environment and services - increase the number of public access Internet service points and kiosks for the use of smart cards and electronic services - increase the co-operation in electronic services and - payments in the public-private sector and develop new partnership-models -develop service models / transaction processes in organizations with the help of electronic services - create open-platform business model and back-office system for a regional smart card scheme pilot new smart card platforms and applications (cellular applications)

Follow-up indicators

The pilot phase of the project started in the beginning of 2003 for 4500 Tampere polytechnic and 500 Tampere technical university students. eTampere city cards have also been offered to Tampere and Nokia city officials. The total number of pilot eTampere cards in use in 2003-2004 is about 5500. Gradually the smart card will be offered to all Tampere citizens. The distribution goal for the City Card is 100 000 units or 50% of the city population in the next few years.

Development

The project is coordinated by the city of Tampere, and Tampere City Transport company is a key actor in the card project. Private companies such as Access International Consulting Oy Ltd. and Aldata Smart Card Ltd., as well as the public research organisation VTT (Technical Research Centre of Finland) are providing additional technical consultant support for the card project.
